By the above referenced menorandun, we forwarded the LOS SER regarding the licensed operator requalification training progran for '.lashington fluclear Plant, Unit 2.
In our SER, we stiated that the licensee's requalification training progran for licensed reactor operators and senior reactor operators did not fully confom to the requirements as specified in the Appendix A to 10 CFR Part 55 and in the letter fren H. R. Denton to all power reactor applicants and licensees dated llarch 28, 1980.
Therefore, we had not been able to conclude that the licensee's requalification training progran was acceptable.
By letter dated flovember 2,1984, the licensee provided responses for the above open issues. We have reviewed the licensee's responses and find that the above open issues have been resolved.
Our revised SER and SALP evaluation are enclosed.

REV! SED SAFETY EVALUATION REPORT FOR WASHINGTON NUCLEAR PLANT, UNIT 2 (WhP-2)
LICENSED OPERATOR REOUALIFICATION.TFAINING PROGRAM By letter dated May 15, 1984, the licensee of Washingten Nuclear Plant, Unit 2, submitted a requalification training program for licensed reactor operators and senior reactor operators for NRC review.
This program will consist of the following:
A.
Preplanned Lectures The licersee has indicated that six preplanned requalification training lectures will be scheduled throughout each two year cperator license period.
Lecture subjects anc content will be based on the resuits of the arrual examination administered to licensec reactor operators anc senior reactor operators.

Sinulator Traininc The licensee's requalification program nill provide sinulator training for all of the licensed reactor operators and senior reactor operators during the tern of their licenses.
We find that the licersee has committed.to the requirement as specified in Enclosure 1 of H. R. Denton's letter of March 28, 1980, which requires all licensed operators to participate in a simulator training program as part of the requalification program.

Update Lectures These lectures will ensure that each licensed reactor operator and senior reactor operator will be aware of the followinc:
(1) Fodifications to WAP-2 plant, system, or equipment design, procedures including the Energency Plan Implementing Procedures, and Technical Specifications.
(2) Operating experience review cf events at WNP-2 or other plants wnich could change WNP-2 safety, ef#ectiseress, er e#ficiency wi:n special empnasis or preventing anc coping with erergencies arc severe abrcrnalities.

3-training may include, ancng others, such activities as plant calcula-tions (e.g., reactivity, water inventory); system line-ups, restorations, and operability. demonstrations; cperator performed surveillance tests; refueling operations; fire drills; radioactive spills; and others which cannot be performed on the simulator.
In addition, in-plant trainfrg will include provisions for each licensed reactor operatcr and senior reactor operator to review, at least annually, the contents of all abnormal and emergency procedures and those emergency plans implementing procedures whicn may require operator action.

'nactive Status Retraininp Propram This progran ersures that licensed reactor operators who have not been actively performing the functions of a reactor operator or senior reactor operator for a period of four ocnths or longer shall be refamil-f arized with plant systems, procedures and operating events before resuming normal activities.
The completion cf the refamiliarization program will include written and oral exarinaticns to ersure that the licensee is up-to-date and #amiliar with the p! ant.
G.
Evaluation
's required in Ac:endix A to 10 CFR Part 55, tne evaluation program for licensed personnel will include the folicwing:
(a) Annual Written Exanination A written annual examination, comparable in sccpe and degree of difficulty to an NRC esaminatien, will be given to each licensed reactor operator and senior reactcr operator. An individual who receives ar cverall grade of less than 80% on the ar.nual examination, or receives a grade of less than 70% on any categcry
4-of the annual e> amination will be innediately relieved of all licensed duties and placed in an accelerated recualification program.
(b) Observation and Oral Examinations Observation and evaluation of performance and competency of licensed reactor operators and senior reactor operators by supervisors or training staff members will include cral examinations and evaluation of actions taken during actual or simulated normal, abnormal and emergency conditions.

Annual Oserall Esaluation of Requalification program The licensee has indicated that the requalification program will be evaluated by persons knowledgeable in training but excluding these directly responsible for the requalification program.
This program will preside an independent essessment of the content, quality and appecpri-ateness of WNP-2 licensed operator requalification progran.

Based cn our review, we find that the licer.see's requalification training program for licensed reactor operators and senior reactor operatcrs fully ccnfcem to the requirements as specified in Appercix A to 10 CFR part 55 and in the letter from H. R. Denton to all pcwer reactor applicants and licensees dated March 28, 1980.
Therefore, we have concluded that the licensee's requalification training program is acceptable.
