REQUEST FOR PRIORITIZATION OF GENERIC SAFETY ISSUE - BREAK PLUS SINGLE FAILURE IN BWR WATER LEVEL INSTRUMENTATION Generic Issue 50

" Reactor Vessel Level Instrumentation in BWRs" addressed several areas of concern with BWR water level instrumentation.

Resolution of Generic Issue 50 involved voluntary implementation of water level improvements by the BWR owners for all of the staff concerns except the one related to a break in an instrument line in conjunction with the worst single failure. This concern has been called the "Michelson Concern" by the BWR owners because it was first identified in a AE0D draft report by M. Chiramal and F. Ashe which was transmitted to NRR under Michelson's signature in July, 1981.

I am enclosing a copy of the draft report by Chiramal and Ashe, and comments on the draft report as background discussion of the problem.

I am also enclosing a recent simplified value-impact analysis performed by the Reliability and Risk Assessment Branch for the Michelson Concern.

I request that this issue by evaluated by DST and a priority for the investigation assigned.

Because of its relationship to Generic Issue 50, I request that the evaluation /prioritization be completed this fiscal year.
