RESPONSE TO CLARIFICATION REGARDING NRC QUESTION NOS. 4.2.8 AND 5.10.6; INTEGRATED PLANT ASSESSMENT REPORTS; LICENSE RENEWAL APPLICATION Baltimore Gas and Electric Company Calvert Cliffs Nuclear Power Plant December 10,1998
ATTACHMENT (1)
RESPONSE TO CLARIFICATION REGARDING NRC QUESTION NOS. 4.2.8 AND 5.10.6; INTEGRATED PLANT ASSESSMENT REPORTS; LICENSE RENEWAL APPLICATION Quefilon ITo. 4.2.8 It appears that the current Unit I pressure temperature (P-T) limits are applicable for 60 years. Confirm that the current Unit 1 P-T limits are applicable for 60 years. If the current Unit 1 P-T limits are not applicable for 60 years, will Unit I have sufficient operating window (difference between P-T limits and reactor coolant pump seal limits) to operate the plant at the end of the license renewal term.
BGE Response Baltimore Gas and Electric Company License Renewal Application Section 2.1.3.2 states, in part, that
{
the Unit 1 P-T limits are " valid beyond 48 effective full power years." This statement was based on engineeringjudgment that took into account the most recent data from the McGuire plant, which had yet to be incorporated formally into the P-T curves. Based on ourjudgment, the current Unit 1 P-T limits will remain valid for 48 effective full power years, which equates to 60 operating years, based on an 80% capacity factor. The McGuire data causes a change in the relationship between the fluence and the adjusted reference temperature, resulting in higher fluence for the same adjusted reference temperature. Baltimore Gas and Electric Company is incorporating that change, and others, under the current license. We believe the result will show that the current Unit 1 P-T limits will remain valid l
up to a fluence of approximately 4.95x10" n/cm, which will occur after 60 operating years.

l Question No. 5.10.6 Verify that the fire protection screening tool has been updated since its inception and that changes to the Updated Final Safety Analysis Report, Fire Protection (FP) Program documentation, and the Interactive Cable Analysis (reference Section 3.3.2 of Final Safety Evaluation dated April 4,1996) have been reviewed and captured in the FP screening tool as appropriate.
j
Response
