MOTION FOR ORDER SETTING ASIDE PERMIT, OR STAYING PERMIT Come now Joint Intervenors, Cealition for the Environment, S t. Louis Region; Missourians For Safe Energy; and Crawdad Al liance, and nove that this Commission enter its order setting aside a low-power testing permit allegedly granted by the Director of Nuclear Reactor Regulation on or about June 11, 1984, or in the alternative staying that permit.
As grounds for this motion Joint Intervenors state:

- 1. On April 18, 1984 these Joint Intervenors s
their motion for leave to file supplemental contention.
As far as these Joint Intervenors know, that motion has never been granted or denied.
- 2. The press reports that on or abou*. June 11, 1984.the Director of Nuclear Reactor Regulation issued a low-power testing permit to Union Electric Company.
- 3. The issuance of the permit, in the face of an unresolved motion presenting substantial questions respecting financial qualifications, is clearly improper.
Substantial issues are to be resolved before the permit is issued, not afterwards.
