NRC Inspection Report No. 70-1151/97-05 Docket No. 70-1151 License No. SNM-1107 Pursuant to the provisions delineated in Section 2.201 ef the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, Westinghouse herein provides formal response to your letter of October 25,1997 regarding your Regirn 11 Inspector A. Gooden's inspection of the Columbia Fuel Fabrication Facility conducted during the period of September 22-26,1997.
Appendix A provides our response to the weaknesses disclosed in the September 25,1997 Emergency Response Drill.

4 APPENDIX A EW'(70-1151/97-05-05 &'06)
The following information is provided in response to the Inspector's observation that 1) "a bomb search team'was mover activated in response to the bomb threat", and 2) "the ERO failed to initiate a search for the missing employee."
I. ACKNOWLEDGEMENT OF THE WEAKNESS The weakness is correct as stated in the NRC letter of October 25, 1997.
II. REASON FOR THE MEAKNESS Assigned drill Controller personnel failed to follow the written script for the event, and did not have communications capabilities during the exercise.
This caused the ERO to be confused and hesitant about the actions they should have taken regarding activation of the bomb search team and searching for the missing employee.
III.
IM(EDIATE ACTION TAKEN AND RESULTS ACHIEVED Each drill Controller provided input concerning actions which should have been taken during the course of the exercise.
These actions were reviewed and discussed with the Controllers.
Each now understands that the exercise script must be followed implicitly, especially with regard to the timing of specific Controller actions and responsibilities.
Each also now knows that constant communication (2-way radio) must be maintained for all Controllers during the conduct of any exercise.
IV. ACTIONS TO PREVENT RECURRENCE All drill Controllers and the entire ERO are scheduled for a minimum of one day of emergency response training and drills to be conducted during the week of April 6, 1998.
ControllersEwill be trained in how to conduct an exercise
-according to the exact wording of each script, and in the use-of 2-way radios.
The ERO will be trained in properly using equipment and procedures in simulated emergency situations-involving fire, UF6 release, radioactive
e-4 powder / liquid release, bomb threat and response to injured / missing personnel.
V. DATE WHEN FULL PERFORMANCE WILL BE ATTAINED Full performance will be attained by May 31,-1998.
LW - (70-1151/97-05-07 The following information is provided in response to the Inspector's observation that " untimely response by security-personnel resulted in evacuees remaining in an area of-potential _ radiological impact (from explosion) for an inordinate amount of time.
I. ACKNOWLEDGEMENT OF THE WEAKNESS The weakness is correct au stated in the NRC letter of October 25, 1997.
II. REASON FOR THE WEAKNESS Adequate Security Force personnel were not available to perform in a_ timely fashion all of the actions required of them including traffic-control, announcements,-escort duty and-control of site access.
III.
IletEDIATE ACTION TAKEN AND RESULTS ACHIEVED Procedure S-01, Security Actions, was reviewed with each member of the Security Force, especially with regard to the responsibilities-noted above_in paragraph II. Watchmen now fully understand that they must provide timely and controlled access to the site during exercises.
IV. ACTIONS TO PREVENT RECURRENCE All Watchmen will participate for a minimum of one day in the emergency response training and drills to be conducted during the week of April 6, 1998.
A -position of Traffic Coordinators will be created within the ERO.
These
. personnel will assist the Security Force as needed during emergency situations (and exercises) where additional manpower is needed for assuring site access control, etc.
