Dear Sir:
This letter is to inform you of potential slippage in dates provided in Boston Edison's Long Term Program, (Ref. 1) and the rescheduling of Refueling Outage
- 7.
A number of unscheduled short maintenance outages and a relatively long unscheduled maintenance outage (Ref. 2) have impacted our schedules.
The impact of these outages has been amplified by various job actions by the contract labor force employed at Pilgrim.
These job actions could not have been anticipated by Boston Edison, and have resisted timely remedy.
Th1 most immediately imperilled commitment is that of the extended test program for hydrogen injection.
This was to begin May 31, 1986.
The above events have delayed this, and we are unable to provide a new date at this time.
In addition to the contract labor job actions, the potential exists for a job action by Boston Edison employees who are members of the three collective bargaining units associated with us.
This may begin at the expiration of the current contract at midnight of May 15, 1986.
Naturally, a job action by Boston Edison employees would have a major affect on all schedules and commitments previously provided to you.

However, it may be desirable to delay commencement of the refueling outage until January, 1987. We will, of course, keep you informed of any significant development and apprise you of our new schedule when it can be accurately formulated.
