NOTICE OF VIOLATION Antigen Laboratories, Inc.

General License No. 3884 As a result of the inspection conducted on April 21, 1986, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violations were identified:

1.

10 CFR 31.11(c)(1) require that the general licensee not possess at any one time, a total amount of iodine-125 in excess of 200 microcuries.

Contrary to the above, the general licensee possessed at one time, a total amount of iodine-125 in excess of 200 microcuries.

Specifically, on April 21, 1986, the licensee had 248 microcuries of iodine-125.

This is a Severity Level IV violation (Supplement VI).

2.

10 CFR 31.11(c)(4) requires that the general licensee not transfer

byproduct material in any manner other than in the unopened, labeled shipping container as received from the supplier.

I Contrary to this requirement, the general licensee transferred byproduct material in a manner other than in the unopened labeled shipping container as received from the shipper.

Specifically, vials of iodine-125 received from Immuno Nuclear Corporation were repackaged and distributed to specific and general licensees.

This is a Severity Level IV violation (Supplement VI).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:

(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
