Dear Sir:

I am writing in support of your proposal to allow a five percent power test at the Seabrook Station.

I believe it is clear that this low power test will not put the public at risk.

I have difficulty understanding the backwards logic used by some towns in Massachusetts that have found devious (strange?) methods to dismantle some of the emergency warning sirens.

Since it is the Nuclear Regulatory Commission that determines the risks and emergency planning necessary for public safety, I can not imagine how a very few people in control of town governments can be allowed to interfere with the ultimate testing and subsequent full power operation of Seabrook.

It was a minor miracle that Seabrook was completed; it is now time to allow it to operate and prove its inherent safety and quality.

Please do not allow a few politicians to delay this fine plant any longer.

Sincerely, Kurt Koepcke t
