RESPONSE OF THE FEDERAL EMERGENCY MANAGEMENT AGENCY TO THE NEW ENGLAND C0ALITION ON NUCLEAR POLLUTION'S FIRST SET OF INTERROGATORIES AND REQUESTS FOR PRODUCTION OF DOCUMENTS The Federal Emergency Mangagement Agency (FEMA) is not a party to the above-captioned proceding and is, for that reason, not obligated to respond to the interrogatories propounded by any intervenors. FEMA voluntarily provides the information supplied below, but reserves the right to object to future discovery requests.

Interrcoatory No. 1:

With respect to each contention and subpart thereof admitted by the Licensing Board's order of April 1,1986, please provide the following information:

a. What is FEMA's position with respect to each contention and its subparts? Describe in detall the reasons for your position. Identify any relevant portions of state and local plans that are under revision or which the state expects to change at any time in the future.

b. Identify ano provide access to all documents on which you rely during this proceeding to support your position on each of these contentions. This .

includes all docu:nents used in answer to these interrogatories, summary disposition, testimony, and cross-examination of witnesses during hearings. -

c. Identify all persons on whose factual knowledge, opinions, or technical expertise you rely for your positions on each contention and subpart thereof.
d. Identify all persons you may call as witnesses on each of these
contentions during these proceedings; describe the substance of their testimony; and identify and describe any documents and the portions thereof that they may rely on for their testimony.

Answer No. 1:

a. To date, FEMA has not developed any positions specifically regarding the admitted contentions or their subparts. To the extent that the issues
raised therein have already been considered, FEMA's position is reflected in the documents identified in Answer No. 2, below. FEMA has no knowledge of any portions of the state and local plans that are under revision or which the state of New Hampshire expects to change at any time in the future other than that provided by the materials served on the parties by the Attorney General of New Hampshire on May 5, 1986.
b. See Answer No. i(a).
c. See Answer No. 1(a).
d. To date, FEMA has not identified the witnesses it will or may call on the admitted contentions.

Ident1fy and provide access to all documents in which FEMA or its contractors has assessed the adequacy of the state and local emergency plans

with respect to any of the issues admitted for litigation by the Licensing Board's order of April 1, 1986.

Answer No. 2:

As indicated in Answer 1(a), FEMA has not developed a position specifically with respect to the admitted contentions. FEMA has assessed in draft or final form the adequacy of the New Hampshire plan submittals of December, 1985 and February, 1986 and the exercise of February 28, 1986.

Empirically, these assessments address many of the issues raised by the admitted contentions. FEMA and the NRC Staff have arranged that these documents will soon be reprodOced and served on all parties to the ASLB proceeding. These docments, which are identified below, represent the only publically released evaluations by FEMA, its contractors, and the RAC of the New Hampshire plans for responding to a radiological accident at the Seabrook Nuclear Power Plant.
a. FEMA report of the deficiencies observed during the February 26, 1986 exercise of the state and local plans to protect the public in the event of an accident at Seabrook together with a cover letter dated April 4, 1986 from Edward A. Thomas to Richard H. Strome transmitting and explaining the report.
b. Final Draft Report of the Exercise of the emergency plans for Seabrook held February 26, 1986, together with a cover letter dated April 30, 1986 from Edeard A. Thomas to Richard H. Strome.
