Dear Mr. Anthony:
On March 5,1986, the Secretary of the Commission informed you that certain pleadings filed by you with the Commission requesting a stay of License Amendment No. 1 issued on February 6, 1986 to the Philadelphia Electric Company for its Limerick Generating Station Unit 1, had been referred to the NRC Staff for consideration pursuant to 10 CFR 2.206. For the reasons set forth in the enclosed Director's Decision under 10 CFR 2.206, 00-86-06, I decline to take any action staying the effectiveness of License Amendment No. 1.
A copy of the Decision will be filed with the Secretary of the Commission for its review in accordance with 10 CFR 2.206(c) of the Commission's regu-lations. As provided by this regulation, the Decision will constitute the final action of the Commission twenty-five days after the date of issuance of the Decision unless the Commission, on its own motion, institutes a review of the Decision within that time.
I have also enclosed for your information a copy of the notice that is being filed with the Office of the Federal Register.
