This report detailing the inspection of a high burnup fuel assembly is provided in accordance with section 3.9 of Appendix A', Technical Specifications for the Nuclear Science and Technology Facility reactor.
On 10/13/83 a run of our fuel burnup code reported that assembly number 15 had reached 15,044.54 Mw days per metric ton burnup.
On 10/14/83 assembly 15 was removed from the reactor core to allow for six months decay. This was the first fuel assembly to exceed 15,000 Mw days per metric ton burnup.
Five pins were selected as shown in figure 1 as a representative sample. This sample was chosen to allow an inspection of pins that were exposed to a variety of thermal environments. Assembly 15 is considered an optional fuel assembly to inspect because it was in the pulse program and is an example of the worse case in regard to stress placed upon the fuel pins. Therefore, we are assured that if assembly 15 passes inspection that other ex-pulse assemblies and acaemblies that have seen only low stress steady state service would also pass.
4 The fuel pins were in.pected against a standard fuel pin in the following areas:
diameter, length, bow, and physical appearance. The inspection occured on May 1, and May 2, 1984. The results are presented in Table 1.
All of the pins displayed some minimal elongation and bowing. The diameter measurements showed no difference from the etandard pin.
The physical inspection showed no degradation of the cladding or
.end caps.
However, several of the pins had a red coating on them that was easily removed.
Under the coating is the Zircaloy metal of the pin. This coating has been observed befora and has been identified as an oxidation layer that was autoclaved onto the pins when they weremanufactured and pose no problem in regard to pin perform-ance or life.
All of the inspection data was presented to the Operating Committee on May 3, 1984 for their review. The Committee agreed that the fuel can safely be run to 20,000 Mu days per metric ton burnup,and approved use of fuel to that limit.
