Dear Mr. Martin:

IE Bulletin 84-02 Failures of General Electric (CE) Type HFA Relays in Use in Class IE Safety Systems IE Bulletin 84-02 informs licensees about recent failures of GE HFA relays which are similar to previous failures reported by GE Service Advice and Service Information letters. These recent failures were caused by dete-rioration of relay coil wire insulation due to aging, causing increased coil temperature, extensive cracking, and eventual coil failure. All failures involved coil spools made of lexan material.

In 1980 GE recommended that the lexan spool-type HFA relays be replaced with their new " Century Series" HFA relay which utilizes advanced coil spool, coil wire, and insulation construction. This bulletin requires g replacement of all HFA relays in safety-related systems which utilize l either the defective lexan material or nylon material which was previously l identified as defective, and requests licensees to: (1) inform the NRC '

! about their plans, including schedules, for defective relay replacement, and (2) provide information concerning plans to upgrade surveillance end to justify continued operation in the interim for normally energized relays.

A review of Trojan's design has concluded that: (1) there are no nylon or

These relays (AS9000AX and AS9000BX) will be replaced with GE-recommended Century Series relays no later than the end of the 1985 refueling outage.
