20555 BEFORE THE ATOMIC SAFETY AND LICENSING BOARD In The Matter Of 0L PHILADELPHIA ELECTRIC COMPANY Docket Nos. 50-352 (Limerick Generating Station and 50-353 OL/
Units 1 and 2)
MOTION TO WITHHOLD FINAL DECISION RE AWPP CONTENTION VI-I As per letter of June 4, 1984 from the USNRC to Philadelphia Electric Company's John S. Kemper, Vice President Engineering and y
Research, 2301 Market Street, Philadelphia, Pa. 19101, NRC will conduct Independent Measurments to begin on July 9, 1984, and con-clude on July 20, 1984.
This re-inspection infers a doubt on prev-ious inspections as was the partial subject of AWPP Contention VI-I.
AWPP (Romano) again states random scientific statistical samp-ling must be the procedure inasmuch as " rule of thumb" and " judge-ment" of individuals was used throughout the construction of Lim-erick.
Further, as per AWPP's Motion To The Board of June 8,
- 1984, this instant letter, confirms there exists a legitimate uncertainty regarding proper inspection of welds, and Quality Assurance super-vision of its welding inspection program.
AWPP again pleads that the Byron decision to withold licensing pending re-inspection described in AWPP (Romano) June 8, 1984 Mot-ion to the Board.be considered.
