I am writing to express my support for thc Commission's proposed new rule that will not require off site emergency sirens to be installed before 5% of capacity testing takes place.

This action is prudent from a practical and technical viewpoint.

It is a well known fact that low power testing of new nuclear plants is safe and creates no danger to the public nor to the environment.

pg New England energy demands continue to require additional supplies.

V' Seabrook is completed and ready to do its share in meeting this requirement.

An almost criminal and wasteful act will be committed if an energy supply like Seabrook is not permitted to serve its intended purpose of providing the people of New England with safe, reliable power.
