Secreta.

of the Comission Attn: Doc.keting and Service Branch U. S. Nuclear Regulatory Comission Washington, D. C. 20555 Gentlemen:

It has come to our attention that you are considering a rule change to clarify certain requirements for low-power testing. We believe that you comissioners are the experts and should exercise your best judgment with regard to safety requirements consistent with an expeditious start-up of Seabrook.

We are going to need this power source sooner than many people realize. The politicalization of nuclear power policy is indeed regrettable and the dismantling of sirens strikes us as reprehensible.

Please do your best for Seabrook and, unless there is something earthshaking that we don't know vis-a-vis safety, let's get it on the line.

Sincerely,
