Secretary of the Commission V
Attn: Docketing and Service Branch U.S. Nuclear Regulatory Commission liashington, D. c.
20555 RE: t Clarification of emergency planning requirements for low-power licenses.
I am not a causist, I am not an activist, I am not far left, I am not far right; I gg a retired mechanical-civil engineer with some 40 years e::perience in the design and constructice of hydro-electric power plants and systems.
Certainly the proposed new rule is simply common sense.
The Seabrook embroilment results from the tragic combination of political self interest, paid professional activists
{;
and the brainwashiag of well meani.ig people, all at the expense of a very large majority.
I have no doubt that Seabrook is eminently safe and the possibility of any emergency requiring evacuation is extremely rare, even at full power.
Now, the "anti-nukes" and the Massachusetts politicians are trying to stop testing at 5% of full power on the preposterous grounds of the lack of sirens removed by "a,7sachuse tts "o f ficials'.'
This is stupid and grossly against the public interest.
The regulation of nuclear power is a Federal function and regional and national benefits should not suffer from local interference; lets get Seabrook and Plymouth on-line
/
as soon'as possible!!
Sincerely, N/ ho A,c -
