SUBJECT:
DAILY HIGHLIGHT - WNP-2 PLANT STARTUP STATUS While performing surveillance testing on scran discharge volume A and simultaneously calibrating reactor feedwater (RFU) valve B on April 23, due to operator manipulation, a large amount of cold water was discharged into the reactor at a high rate resulting in a reactivity spike and reactor scram. At present, the plant is in operational condition 4 (cold shutdown).
The RCIC was also declared inoperational on April 23, due to problems with RCIC turbine controls.
The licensee is in the process of clearing up the action statenents and is planning to verify the RCIC operability at 150 psig.
To maximize use of this time, the licensee also mt>ved up the maintenance outage previously scheduled for next week to this week.
Also on April 19, during the plant heatup and startup testing, WNP-2 was taken above 5-percent of rated power.
