WPPSS NUCLEAR PROJECT NO. 2 FULL POWER COMMISSION PACKAGE Attached for your information is the briefing package for the forthcoming meeting with the Commission regarding full power operation of WNP-2. This package has been submitted to the Commissioners and the meeting is scheduled for 2:00 PM, Friday, March 30, 1984.
Included in this package are the:
(1) Briefing slides (plus backup information)
(2) Proposed Full Power Amendment (3) Supplement No. 5 to SER (Proposed)
Supplement No. 5 of the Safety Evaluation Report addresses the items required to be completed by the licensee prior to exceeding 5 percent power. All the items have been addressed except nodifications to the Post-Accident Sampling System (PASS), which is addressed in a WPPSS March 28, 1984 letter. The PASS system, as modified, is deened operable and in essential compliance with Tfil Iten II.B.3 requirements.
However, we have requested and WPPSS has agreed in its March 28 letter to add back the capability to take a reactor coolant sample to be in full conformance to R.G.1.97 by May 1,1984.
License Condition 2.C.(13) will be revised accordingly and a supporting safety evaluation will be issued at the time of licensing.

OFFICE (OPEN TO PUBLIC ATTENDANCE)
The Commission, by a vote of 4-0 (Commissioner Gilinsky abstaining), authorized the Director, NRR to issue an amendment to the WNP-2 operating license to allow full power operation.
The Commission, by a vote of 4-1 (Commissioner Gilinsky dissenting), disapproved a proposal by Commissioner Gilinsky that the Commission require one licensed individual on each shift with prior license experience at a commercial reactor.
Commissioner Gilinsky requested OGC to advise whether the NRC staff interpretation that licensees may comply with 10 CFR Sec. 55. 25 (b) by substituting simulator training for
" extensive actual operating experience" is correct.
