SUBJECT:

REQUEST FOR TECHNICAL ASSISTANCE - CONTAINMENT WELD PAD CRACKS AT WNP-2 In your letter of October 28, 1983, you requested technical assistance from NRR to assess the acceptability of the licensee's resolution of cracking in containment weld pads.

The licensee contracted with Aptech Engineering Services, Inc. to suninarize and assess the magnetic particle indications of cracking and their repair, and where weld repair was not performed, evaluate the structural performance with the flaws present. Aptech's report, AES 8309413Q, " Assessment of Pad-to-Shell Fillet Weld Indications at Washington Public Power Nuclear Station Unit 2" was provided for evaluation.

The report covered fracture mechanics evaluations of the underbead cracks which were allowed to remain.

Sizing of the flaws was bounded by the largest flaws found in the applicant's reinspection under their Quality Verification Program.

We have reviewed the report and conclude that repair of the peripheral fillet welds and allowing the cracks in the remaining redundant slot fillet welds and other attachment welds to the containment shell to " remain as is" are acceptable. Our safety evaluation is enclosed.

We conclude the information provided is responsive to your concern, and the NRR responsibilities under TIA No. 83-99 have been completed.
