T ENCLOSURE 1 SUPPLEMENTAL SAFETY EVALUATION REPORT WASHINGTON PUBLIC POWER SUPPLY SYSTEM, UNIT 2 I.C.1 SHORT-TERM ACCIDENT ANALYSIS AND PROCEDURES REVISION Our review of TMI Task Action Plan Item I.C.1 is described in Section I.C.1 of SER Supplement No. 4. Additional analysis to identify operator tasks and information and control needs was required. The operating license was conditioned to require that both the PGP and the DCRDR Program Plan contain a detailed description of the function and task analysis effort, or the detailed description be provided in one document, with suitable cross-reference to the other document. The staff has reviewed the detailed description submitted by letter from G. C. Sorensen to the Director of NRR, dated February 17, 1984. The applicant's submittal describes a methodology for systematic determination of operator information and control needs.

Staff interpretation of the methodology is that the operator information and control needs will be determined independent of the instrumentation and controls now available. Based on this interpretation, the staff concludes that the detailed description of the function and task analysis effort is acceptable. Therefore, Task Action Plan Item I.C.1 is resolved.

Management was involved in arranging for and reviewing the required work.

2. Approach to Resolution of Technical Issues -

The resolution of this technical issue was of such quality that the staff intends to use the applicant's response is a model for other

. licensees and applicants who are having problents with this same issue.

Rating: Category 1

3. Responsiveness to NRC Initiatives -

The response was submitted within the required time limit of two months after licensing.

Rating: Category 2 B. There was no basis for evaluation of other functional areas.
