{ Attn: Docketing and Service Branch U.S. Nuclear Regulatory Commission Washington, D.C. 20555 Members of the NRC, I am a New Hampshire seacoast resident and businessman who lives and conducts business in and around Seabrook Station's 10 mile emergency planning zone. It has come to my attention that your commission is considering a new rule which makes it clear that offsite emergency sirens need not be in place when Icw power testing is conducted. I understand that such { low power testing poses no threat to the public outside the plant and therefore sirens are unnecessary. This is a sensible rule. I support it. Seabrook is built and ready to provide needed electricity. Please do what,s necessary to expedite this and any rule which will speed the opcration of this safe and clean source of electric power.
