I am writing to express my approval of the Oommission's recent proposal to clarify the standards that new nuclear power plants must meet before beginning their initial testing period at five percent of capacity.

Relative lack of clarity in the current rule regarding emergency planning requirements for low-power operating licenses has provided extremists with the opportunity to obstruct andefur-ther delay completion of vitally needed new facilities.where no realistic safety problems exist at all. The prospect of more frequent and more severe brownouts this summer in Eastern Massa-chusetts raises the

.. real issues of safety.

I urge you to enact the new rule as soon as possible so that we can move forward without additional delay to full operation of the new plant at Seabrook, New Hampshire, Sincercly yours,
