Ei'. d h b Secretary pf the Commission.
Attn: Docketing and Service Branch U.S. Nuclear Regulatory Commission Washington,D. C. 20555
Dear Sir:
The 1965 Black-out lasted long enough to convince this writer that Electricity is the key to the comfort, safety, health, convenience and enjoyment of our modern life.
Ever since I have actively supported the utilities in their efforts to assure a steady, reliable, econciickl supply of energy.
The threat of last summer's outages emphasized the need for the power that Seabrook was planned to provide, and if New England sustains its rate of growth, that need could become critical in the unpredictable fu$ure.
h I, therefore, commend you for your proposed rule that would clarify the requ$rements new nuclear plants must meet before low-power nesting.
Sincerely, N 'LEC
