MEMORANDUM FOR: Vincent Noonan, Chief, Equipment Qualification Branch, DE FROM: Brian Sheron, Chief, Reactor Systems Branch, DSI

SUBJECT:

JUSTIFICATION FOR IffTERIM OPERATION OF WMP-2

Reference:

Memorandum from J. P. Knight to R. Houston et al,

" Justification for Interim Operation, WPPSS Nuclear Project No. 2," dated July 29, 1983 The reference memorandum provides a list of equipment at NNP-2 which will not be environmentally qualified prinr to initial fuel loading. Included with the list is the applicant's justification for interim operation (JIO) pending completion of the environmental qualification program for these components. RSB has responsibility for JI0s 1-5, all of which address equipment which automatically transfers the air supply for the automatic depressurization system (ADS) to a bottled nitrogen supply as needed.

In telecons on December 12 and 13, 1983, the applicant stated its judgment that the equipment in JI0s 1-5 which is necessary to perform a safety-related function is qualified for 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
. The applicant further indicated that a backup air station is available in an environmentally accessible zone. From this station, high pressure nitrogen can be manually valved l

into the ADS valves. The applicant has described the alams and indications which are available in the control room, the procedures to be followed, and the accessibility of the remote air station from the control room following an accident.

Based upon the qualification of essential equipment for 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
and the accessibility of a remote air station, we find JI0s 1-5 acceptable.
