SAFETY EVALAUTION REPORT OF THE' REINSPECTION CRITERIA FOR STRUCTURAL STEEL WELDMENT DEFICIENCIES AT WNP-2 Plant Name: Washington Public Power Supply System, WNP-2 Supplier: General Electric / Brown & Root Docket No. 50-397 Reviewer: D. Auluck Description of Task: Evaluation of Proposed Alternative Criteria of Structural Steel Weld Deficiencies of Miscellaneous Steel Weldments Review Status: Complete The Materials Application Section, Materials Engineering Branch, Division of Engineering has completed its review of the proposed standards for rein-spection of the miscellaneous structural steel weldments as proposed in Quality Verification Instruction QVI-09, Revision 1 of March 16, 1983.

QVI-09 was written to address various discrepancies in miscellaneous structural steel weldments. Some of the structures were constructed to the requirements of the American Weiding Society's (AWS) Dl.1, " Structural Welding Code", and other structures were not constructed to any standard.

An example of such structures would be light gauge sheet metal duct work.

The QVI-09 document is to be incorporated.by Amendment 27 of the FSAR and was modified by Amendment 30, which limits the document's applications.

The proposed alternative acceptance criteria for re-inspection of selected structural steel weldments are acceptable with the limitations of Amendment 30 to the FSAR. Welds meeting these alternative criteria will have full struc-tural performance as the imperfections allowed have no structural significance.

Repair of these imperfections would not improve the structional performance of the welds, or the safety of the public. Removal and weld repair of these imperfections could have the effect of decreasing structural performance by introducing detrimental residual stresses.
