SUBJECT:
JUSTIFICATION FOR INTERIM OPERATION, WNP-2 In accordance with your request by memorandums from James P. Knight to Lester S. Rubenstein dated July 29 and October 5,1983, the Power Systems Branch, OSI, in coordination with Reactor Systems Branch and Instrumentation and Control Systems Branch reviewedsthe justification #13 for Interim Operation for WNP-2. The WNP-2 has justified interim operation with safety-related electrical equipment which is not fully qualified for the harsh environment created by accidents.\\ The PS8 has identified the Equipment Justification #13. HPCS Pump Discharge Flow Indication Transmitter, as being in our area of responsibility.
In the event of failura of the flow transmitter, the appitcant has justified that there are alternative qualified instruments which the operator could use to provide information on the HPCS system status. This instrumentation includes HPCS power indication lamp and HPCS pump motor ammeter. The motor circuit breaker indication light will tell the operator if power is available to the pump, and the pump motor ammeter will provide indication that the pump is running. HPCS injection valve position indication indicates that a flow path exists to the reactor vessel. The reactor vessel water level recorder will provide sufficient information to detemine that the reactor vessel is receiving water. We conclude that the applicant's justification is acceptable for interim operation for this item.
