Dear Sir,

I understand that the Commission will soon consider a rule change (or new rule) to clarify the requirements new nuclear power plants nust meet before low power testing is permitted. I understand that the clarification will permit low power testing without off-site safety equipment, such as warning sirens, being in place-I believe that this is a reasonable change and that it will speed the reculatory process without hazard to the public.

Therefore, I urge the Commission to approve it.

I au greatly evncerned with the delays in geicing Seabrook Station to the point of full operation.

I strengly recommend

that the Commission also consider means to assure public safety in those areas where political leadership refuee to cooperate, and then to issue the necessary permits to allow Seabrook to proceeu vi t he t further delay.
