As a result of the inspection conducted during the period January 28-30, and February 24-28, 1986, a deviation from your commitments to the NRC was identified.

In accordance with the General Statement of Policy and Procedure for NRC Enforcement Actions, 10 CFR Part 2 Appendix C, as 4

revised, 49 FR 8583 (March 8, 1984), the deviation was set forth below:

FSAR sections 6.4.4.1 and 9.4.1.3 and PGE III.D.3.4 submittal for TMI item III.D.3.4 January 2, 1981, state that, system CB-1 complies to i

Regulatory Guide 1.52, March 1972 (with few exceptions), which endorses basis of reducing the maximum relative humidity to 70 percent and in 1.52 that:

"...A low flow air bleed system should

satisfy the single failure criterion for providing low humidity (less than 70 percent relative humidity) cooling air flow."

contrary to the above, at the time of the inspection, the system I

humidistat was set at 85 percent during normal lineup, rather than at the 70 percent value indicated in the FSAR.

This is a Deviation.

l RESPONSE TO NOTICE OF DEVIATION The Control Room Emergency Ventilation System (CB-1) humidistat has been reset to 70 percent for normal system lineup. The cause of this devia-tion was determined to be a procedural error due to inaccurate drawing and Final Safety Analysis Report (FSAR) information. The CB-1 Periodic Operating Test 20-1 has been revised to specify a setting of 70 percent for the humidistat during the heat load test as well as during normal system lineup. The FSAR and Plant drawings will be corrected by July 1, 1986.
