I strongly support NRCs proposed new ruling clarify-ing the requirements new nuclear power plants must meet before 5% low-power testing is conducted.

I agree with expert opinions stating that such low-power testing poses no threat to the public outside the plant, therefore sirens need not be in place dur-O.

Do not permit opponents of Seabrook to exploit the ambiguity of the current rule to stop Seabrook from opening..Do not be intimidated by the reported actions of some public officials in Massachusetts to remove existing siren systems in a furthur effort to block Seabrook 's progress !

New England needs all the power it can generate, be-lieve that nuclear generated power can be safely pro-vided, and urge you to approve your proposed ruling.
