SUBJECT:

PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD MAY 18 - JUNE 3, 1988 Enclosed is the Peach-Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public i with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD May 18 - June 3, 1988 1.0 Plant Status As of 8:00 a.m. on June 3, Unit 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 212 degrees Fahrenheit. The Unit 2 reactor vessel head is removed in support of the inspections on the shroud access manway covers. The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary Unit 2 is in day 448 of its seventh refueling outage that began March 13, 1987. Unit 2 maintenance repair work is currently underway on 24 of 44 systems. Maintenance outage work on seven systems has been completed.

Critical path work on Unit 2 is emergency service water piping replacement 4 and testing of 121 motor operated valves. Unit 3 is in day 247 of its seventh refueling outage that began October 1, 1987. New reactor recir-culation piping installation is continuing and is approximately 80% complete. '

Piping installation is scheduled to support a reactor vessel fill date of July 6, 1988.

3.0 Item of Special Interest On May 19, 1988 members of the NRC staff met with PEC0 management to discuss questions about the Plan for the Restart of Peach Bottom Atomic i Power Station. On June 1,1988 an NRC request for additional information consisting of 86 questions about the PECo plan was issued.

On May 28 and 29, 1988, GE performed ultrasonic test examinations on the Unit 2 shroud access manway covers in response to apparent cracking found on the Unit 3 covers. Test results indicate t at 5 no cracking exists on l the Unit 2 covers. The Unit 3 covers will be rainspected this summer after I the vessel is flooded upon completion of recirculation piping replacement. 'i 4.0 Other Items of Interest The licensee made two emergency notification system reports to the NRC during this period. On May 20, 1988, the reactor protection system alternate power supply tripped due to overvoltage during a lightning storm. On May 22, 1988, the reactor protection system alternate power supply tripped due to overvoltage when a transformer load tap changer malfunctioned.

5.0 NRC Activities During the 9eriod Three NRC Resident Inspectors were assigned to monitor plant activities between May 18 and June 3, 1988. These individuals consisted of the following:

Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers - Resident Inspector Areas inspected included operational safety, shutdown order commitments, .

radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

A routine safety inspection report (50-277/88-12; 50-278/88-12) of the licensee's emergency preparedness program was issued on May 13, 1988.

The inspection was conducted between April 19 and 20,1988. No violations were identified.

A routine resident inspection report (50-277/88-10; 50-278/38-10) was issued on May 18, 1988. The inspection was conducted between March 12 and April 22, 1988. Two apparent violations were issued; one concerned two examples of late licensee event report submittals, and the second concerned failing to seismically mount control panels in accordance with an approved drawing.

A routine radiation safety inspection report (50-277/88-11; 50-278/88-11) was issued on May 25, 1988. The inspection was conducted between April 11 and 15, 1988. No violations were issued.
