Docket Nos. 50-245, 336,423 Silbist PROPOSED IMPOSITION OF CIVIL PENALTIES - $2,100,000 This is to inform the Commission that a Notice of Violation and Proposed imposition of Civil Penalties (Notice) in the amount of $2,100,000 will be issued today to Nor1heast Utilities.

The action is based on three Severity Level ll and one Severity Level lli problems consisting of multiple individual violations, in addition, the action contains two Severity Level IV violations. The staff consulted with the Commission on this action in SECY 191, and the Commission approved the issuance of the action by SRM dated October 3, 1997.

It should be noted that the licensee has not been specifically Informed of the enforcement action. The schedule of issuance and notification is:

Mailing of Notico December 10,1997 Telephone Notification of Licensee December 10,1997 The State of Connecticut will be notified.

The licensee has thirty days from the date of the Notice in which to respond. Following NRC evaluation of the ru nonse, the civil penalty may be remitted, mitigated, or imposed by Order.
