SUBJECT:

RAB INPUT TO WNP-2 DES Attached is the RAB in~put to the WNP-2 DES /0L. This input replaces the earlier submittal in its entirety. It should be noted that one question remains out-standing; does the proposed radiological monitoring program satisfy the Post-TMI monitoring requirements for measurement of direct radiation? That question will be resolved prior to issuance of the DES. The Applicant has teen informed and is working on a resolution.

SUBJECT:

SUSPENSION OF THE WPPSS 1. 2 and 4 PREOPERATIONAL AQUATIC M0HITORING PROGRAM The Aquatic P.esources Section of the Environmental Specialists Branch has reviewed, as requested in your January 18. 1980 memo, the request dated Decen6er 27,1979, from J. L. Renberger. WPPSS to discontinue preoperational aquatic monitoring at the WPPSS 1, 2 and 4 site.

The staff reviewed the comitment to monitor contained in the FES for WPPSS 1 and 4 and the progress reports for the last two years of preoperational monitoring.

The iglications of NRC deletion of the study requirements was discussed with Mr. A. Hansen, Energy Projects Engineer Department of Ecology. State of Washington.

It was estabMshed that the State site certification, issued by the Energy Facilities Site Evaluation Council State of Washington, contains twquirements for a prepptrational monitoring pmgram identical to those twquired in our FES.

Therefore, deletion of the NRC's requirwment WP the continuation of this study will not adversely impcct the tonitoring requirements of the State of Washington.

Discussions with A. Rutz, 9nvironmental Engineer, Technology. WPPSS, established that the utility has requestedthat the State suspend it's requirement for continuing the preoperational monitoring study. The state has not yet responded formally to their request.

A. Rutz also stated, contrary to what was contained in the December 27,1979 memo from D. L. Renberger. that the utility new plans to reactivate the preoperational aquatic monttering program one year prior to the scheduled fustlload date for Unit 2. the first of the three units to come on line.

Sells FEB 2 S WK Based on our review of the data contained in the progress rapprts, the availability 'of a large bo(y of historical data on the Columbia River in the vicinity of the stations, and discussiens with mpresentatives fmm the utility and the State of Washington, it is concluded that deletion of the aquatic portion of the preoperational tanitoring program is warranted. No significant changes in the aquatic biota that could japordize the interpretation of the results of the operational monitoring program is anticipated during tt.e period of the suspension.

We request that in notifying the applicant of our appmval of deletion of the preoperational aquatic monitoring program.he also be notified that we raquest all future st&te submittals dealing with WPPSS 1,6 and 4 as required under the Clean Water Act including copies of revisions and moeur.1 requeets of the NPDES pemits.
