IAEA CONSULTATIVE DOCUMENT, "THE APPLICATION OF THE PRINCIPLES OF RADIATION PROTECTION TO SOURCES OF POTENTIAL EXPOSURE: TOWARDS A UNIFIED APPROACH TO RADIATION SAFETY" In response to your request, we have reviewed the subject draft IAEA report.
This document presents the principles and fundamental ideas of a proposed scheme for a unified approach to radiation safety, which, in this document, includes both radiation protection and nuclear safety.
We believe that the development of this unified approach is a worthwhile effort which should continue. When fully developed, the unified approach might provide an improved means for considering the occupational exposure costs of proposed improvements in nuclear power plant safety such as equipment backfitting and new mainta.wance and in-service inspection requirements.
Specific coments on the draft are enclosed.

The NRC is hosting an international meeting October 17-19, 1988 in an attempt to develop a consensus on "below regulatory concern" issues.
