Dear Mr. Timbers:

In a telecenterence on December 18,1997, Mr. Jim Miller, USEC Vice President - Production, and Mr. Patrick Hiland of my staff agreed that a meeting to discuss our December 8,1997, correspondence regarding issues related to chilling effects would be mutually beneficial. As a result of that discussion, we are making plans to conduct a publicly noticed meeting on or about January 14,1998, at NRC Haadquarters in Rockvillc, Maryland. We will contact you separately to arrange the specific date ar.d time of the meeting. We are in receipt of your December 17, 1997, currespondence regarding the same subject, and your request for a response time extension. Following the January meeting, we will address when your response should be submitted.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter will be placed in the NRC Public Document Room.
