As requested by your transmittal dated November 17,1997, Southern Nuclear Operating Company (SNC) responded to the Notice of Violation==winted with NRC Integrated Inspection Report Numbers 50-348,364/97-11 on D==F-:= 17,1997.
In the,p to VIO 50-348,364/9 l107, Auxiliary Building Battery Surveillance Test Criteria Inansistent With TS, SNC incorrectly stated that a TS change would be submitted to the NRC by January 31,1997, vice January 31,1998. Attachment 2 corrects this typographical error.
Attachment I provides a red-line version for clarification. Please replace page E6-2 of the D= _ *-:= 17,1997, letter with the =**M corrected page E6-2.

states the following:
10 CFR 50.36(c)(3), Technical Specifications, Surveillance Requirements, states, in part, tnau urveillance requirements are requirements relating to test, calibration, or inspectio-to assure that the necessary quality of systems aad components is maintained, and that limiting conditions for operation will be met.
Contrary to the above, as of March 14,1997, the Auxiliary Building, Direct Lurrent (DC) l Distribution technical specification (TS) surveillance requirement (4.8.2.3.2.C.5), battery capacity after a service test, was inadequate to ensure that limiting conditions for operr. ion would be met.
Specifically, the battery surveillance requirement specified in TS Section 4.8.2.3.2.c.5 was les, conservative than the design voltages specified in calculation 07597-E144. Battery I
operation at the TS allowed voltage would not have met the design requirement for 1
supplying adequate voltage for all safety-related components.
This is a Severity Level IV violation.
