The correct abbreviation for liter is a lower case 1 not a capital 1.

Section 3.2.1.(following section 2.3.3).

The section number is out of sequence and the fourth sentence should reflect the minimum flow, not the maximum flow when assessing whether or not there is adequate flow in the river to support the operation of the station.

Section 2.5.2.2.

The units expressing the densities of insect larvae and pupae collected by the cage colonization method seem to be incorrect.

4 Section 3.2.2.2.

Since the six mechanical-draft cooling towers represent a design change fonn CP review it would be advisable to include, in the DES, figures 3.4-2 and 3.4-1 from the ER-OL.

Section 3.2.2.3.

The first sentence of the last paragraph is incoherent, 6.

Setion 3.2.2.4.

Provide a diagram that shows the relationships of the intake structures, the. discharge structure and the shoreline.

Section 3.2.4.2.

It is stated that blowdown will be interrupted to avoid the discharge of high concentrations of chlorine. Provide an estimate of the length of time that blowdown will be interrupted. During this period of time will not makeup water be continually added to the cooling system?

If this is the case will not the concentration factor be greater than 5?

Section 5.3.2.

State whether.this analysis takes into account periods when blowdown will be interrupted to avoid the discharge of high concen-trations of chlorine.

Section 5.3.3.

The last paragraph should provide, not an interpretation of a statement in the ER-OL, but whether or not the uti'lity will actually replace a portion of the tubes. The staff should't speculate on the station design based on the anticipated effluents.

10. Section 3.2.2.3.

Does the definition of maximum operating conditions, mentioned in the last paragraph, include the backflushing of one of the perforated pipes? A discussion of backflushing operations should be provided particularly since the intake is a unique design.

11. Section 5.4.2.1.

Does the worst-case conditions defined in this paragraph refer to periods when backflushing operations are employed? If so, it -

should be stated.

12. Section 5.4.2.

The discharge structure is described as having a rectangular opening in Section 3.2.2.4.

The sentence at the end of 5.4.2 refers to a discharge structure with a slotted opening. Similar nomenclature should be employed.

13. Section 5.4.2.1.

Item 5 on page 3888 should read as follows; "The intake structure are designed and positioned..,"

' 14 Sartion 5.4.2.1.

Item 6 on paae 3888 needs some further exnlanation. Phy would the infiltration design require increased periodic maintenance?

Alsc, indicate how this maintenance would result in a greater impact.

15. Section 1.2.

The State site certification and the NPDES permit should be included in the DES as an appendix,

16. Section 6.2.2.

In first paragraph, the second to last sentence should read as follows:

...STORET data base."

17. Section 6.3.

The programs described in this section for effluent and river monitoring should be identified as to their origin. State whether these are required by the NPDES permit, self imposed by the utility, or will be required by the technical specifications.

18. Section 6.3.

The section is out of sequence with those sections that follow.

19. Section 6.2.4.

The programs described in this section for aquatic ecological monitoring should be identified as to their origin, State whether these are required by the NPDES permit, self imposed by the utility, or will be required by the technical specifications.
