Dear Mr. McCarthy:

This is in response to your letter dated October 20, 1978 in which you requested, pursuant to the Freedom of Information Act, copies of all inspection reports of New England Nuclear Corporation from 1958 to 1967, and minutes of two meetings held in Maryland by the Atomic Energy Com-mission and New England Nuclear Corporation in 1963 and 1970 in which violations were discussed.

Portions of documents 2 through 8 of Appendix A nave been deleted to withhold the names of individuals who have been exposed to radiation.

Because disclosure of this information would constitute a clearly unwarranted invasion of personal privacy, it is being withheld from public disclosure pursuant to exemption (6) of the Freedom of Infor-mation Act (5 U.S.C. 552(b)(6)) and 10 CFR 9.5(a)(6) of the Commission's regulations. Please note that the name of Clement Bauman was not deleted from the records.

A certified copy of document 1 of Appendix A is enclosed. Also certified copies of documents 2 through 8 of Appendix A are enclosed with the exempted information deleted.

Pursuant to 10 CFR 9.11 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for the denial of the withheld information are the undersigned and Mr. John G. Davis, Acting Director, Office of Inspection and Enforcement.

This denial may be appealed to the Commission's Executive Director for Operations within 30 days from the receipt of this letter. As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the 7812110/ 9 k
