SUBJECT:

~ ESTIMATED SUBMITTAL DATES FOR REVISION 2 OF THE DAR AND THE SRV FORCING FUNCTION In the memo to you dated Oc'tober'13, 1978, W. R.-Butler i

indicated that the CSB review did not include consideration of the information contained in Revision 1 of the DAR which was submitted in February 1978.

Subsequently, I was inforned by telephone on October 17th, by Keener Earle that UPPSS intended to submit Revision 2 to the DAR in March 1979.

This information was officially transmitted to the staff in the meeting with WPPSS on October 10th, as shown on.

However, I believe that the date of the submittal of the next revision to the DAR was not specifically recognized by the staff at the time of the meeting to be a slip in the previous schedule for submittal of the " ark II dynamic pool loads.

In discussing this slip with Mr. Earle, he indicated that WPPSS has chosen to delay the submittal of the rev.ised DAR i

as a result of the exceptions that WPPSS intends to take to the Lead Plant Program (LPP) acceptance criteria which the staff sent to Zimmer, LaSalle and Shoreham in late September 1978.

There fore, I have recommended to both CSB (Butler) and SEB (Hofmeyer) that these branches should not review Revision 1 to the DAR submitted in February 1978 but, rather, that they should adjust their review schedules to reflect the anticipated submittal'of Revision 2 of the l

DAR in March-1979.

j In the same telephone conversation with K. Earle of WPPSS, I was also. advised that WPPSS will not submit its forcing i

function for its four-arm GE quencher device until May 1979.

l This information was also presented at~the October 10th l

meeting.

Inasmuch as the' staff established the CSB review schedule for the " ark II dynamic pool loads at the May 18, 1978, meeting with WPPSS based on the assumption that all information

7 relating to the dynamic pool loads would be submitted by January 1979, the submittal dates for the revised DAR and the SRV forcing function-could have a significant and adverse impact on the completion date of our review.

I recommend that we vigorously explore the timely submittal of the proposed Mark II dynamic pool loads for WNP-2.at the forthcoming technical meeting with WPPSS,. tentatively j

scheduled for early November.

TO DISCUSS ENVIRONMENTAL QUALIFICATION OF EQUIPMENT

Background

At the. request of Mr. Harold Denton, Director, NRR, a meeting was held on i

August 9,1978, with representatives of various utilities. During the meeting the utilities were informed that one of the major recurring issues during an OL review has been the issue regarding environmental qualification of equipment. This is an issue that an applicant clearly I

should have control over and the utilities represented were encouraged j

to expedite the qualification ' f their equipnent.

o As a result of the August 9,1978 meeting Washington Public Power Supply (WPPSS) requested a meeting with the staff in order to discuss guidelines relative to qualifying equipment and to allow WPPSS an opportunity to present.its plans for submitting a qualification program.

Discussion A meeting was held on January 17, 1979 with WPPSS to discuss the applicant's i

environmental qualification program for plant equipment and their plans.

for submitting information for staff consideration. WPPSS indicated that a report is in preparation for submittal to the staff in the near future which will discuss testing of samples of different equipment in the applicant's scope of design. Staff's comment, regarding this submittal, would aid WPPSS in the preparation of their final report which will be submitted with their FSAR.

In addition, WPPSS discussed its acceptance criteria for the class IE equipment. A discussion of the applicant's sed report and the acceptance criteria followed.

Following the ap icant's discussion, the staff made the following comments:

(1) We commended them on their preparation of the work done thus far and stated that we appreciated the time and effort expended this early in their program.

(2) We indi.cated that it would be beneficial to review as early as possible l

the testing environment and the basis for the selection thereof.

i (3) We suggested that the WPPSS report (only* submitting samples of equipment) be submitted as an information report. We will review the report to ascertain that the information submitted would lead to an acceptable final report to be submitted with their FSAR.

If they propose to reference a topical report in the FSAR with respect to equipment qualification they should check the status of staff's review of the topical report.

If the review is not complete, the FSAR

' review would be expedited if they would only reference pages from the i

topical report which pertain to their application only.
