COMNJD-97 000 RE EW OF COMMISSION PROCEDURES i concur with Commissioner Diaz's proposal to conduct a systematic review of Commission procedures. As a general principle, conducting such reviews periodically is a good practice to acsure that we operate in an effective and efficient manner.
m addition to those aspects that Commistioner Diaz has highlighted for review in this process, I would like to odd my view that we should closely examine our negative consent process. To my knowledge, every office now makes a positive response (either in writing or by e mail) to every negative consent paper. Further, it is not ur. usual for a Commissioner to provide comments via a rnemorandum for a negative consent paper rather than converting the paper to a notation vote for purposes of adding comments. Thus, such papers have not truly been negative consent papers for some time. I believe that we should ask whether we really need three categories of papers (those with formal votes, negative consent papers, and information papers). From my perspective. If there is going to be an SRM back to the staff on a SECY paper, we should have a formal record of each Commissioner's vies.s on the paper that are reflected in a consistent form for all such papers.
