.DEC 2 v37 STATE LIAISON OFFICERS AVAILABILITY OF THE NRC STRATEGIC PLAN The Government Performance and Results Act of 1993 (GPRA) provides a foundation for strengthening Federal agency efforts to use strategic planning and performance measurement to achieve and improve program results. GPRA requires Federal agenc:es to prepare:
(1) strategic plans that define an agency's mission and long term goals, (2) annual performance plans containing specific targets, and (3) annual reports to Congress on the agency's performance.
Consistent with GPRA, the NRC assessed its functions, including the extemal and internal factors that affect the NRC's mission, as the f9st phase of a four phase Strategic Assessment and Rebaselining initiative. After analyzing this information, the NRC identified Direction-Setting Issues (DSis) whose resolutions wou!d influence the strategic direction of the agency.
In Phase 11, the NRC evaluated the DSIs and developed and evaluated a range of options to address the DSis. These evaluations resulted in a series of issue papers which were provided to stakeholders, such as yourselves, for comn.cnt. The comments received were reviewed by the Commission in its review of th3 DSis and associated issue papers. The Commission decisions on the issue papers provided a basis for development of an NRC Strategic Plan.
The Strategic Plan establishes the framework that will guide future decision-making and will help the NRC continue to meet its responsibility for protecting public health and safety, l
promoting the common defense and security, and protecting the environment. In keeping with j
the GPRA, and as part of the Strategic Assessment and Rebaselining Initiative, the NRC's Strategic Plan was submitted to Vice President Gore and to Congress in September 1997. A l
