Waterford 3 SES Docket No. 50 382 License No. NPF-38 Suoplement to Technical Specification Change Request NPF-38-186 Gentlemen:
By letter from M.B. Sellman to U.S. NRC Document Control Desk dated October 16, 1996, Waterford 3 submitted Technical Specification Change Request (TSCR) NPF-38-186. This TSCR requested the following changes to the Waterford 3 Aciministrative Controls TS: 1) relocate certain administrative controls to the Quality Assurance Program Manual as described in NRC Administrative Letter 95-06,
" Relocation of Technical Administrative Controls Related to Quality Assurance," 2) change shift coverage from 8-hour day,40 hour4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> weeks to an option of 8 or 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> days and nominal 40-hour weeks; and 3) make certain editorial changes to the titles of certain organizational positions.-
The attached TS page supplements the editorial changes of the TSCR described above Waterford 3 has recently reinstated the Operations Superintendent position, therefore, this supplement proposes to retain the Operations Superintendent in paragraph 6.2.2.f of the Administrative Controls Section. The proposed
- Administrative Controls Section 6.2.2.f requires either the Operations Manager or the
' Operations Superintendent to hold a senior scactor op+ rator (SRO) license. This change is consistent with NUREG-1432, " Standard Technical Specificat:ons Combustion Engineering Plants,"which requires either the Operations Manager or the Assistant Operations Manager to bnid an SRO license.
