Dear Mr. Tarnoff:
Enclosed please find a letter from Westinghouse Electric Corporation requesting an extension of the expiration date on export license No. XSNM-510 from 1 December 1978 to 31 December 1980.
This license originally was issued to Westinghouse Electric Corporation on May 20, 1974 to cover the export of mixed oxide fuel assemblies A
containing 1,365 kilograms natural uranium and 52.615 kilograms plutonium.
It has been amended on two previous occasions to extend the expiration date through December 1, 1978.
Because of the large quantity of plutonium involved, and the potential policy questions involved, we would appreciate receiving the views of the Executive Branch before responding to the request.
A response as soon as possible would be appreciated in view of the early expira-tion date for this license.

Westinghouse has advised us that most of the material is scheduled for export before the December 1 expiration date; however, they are asking for the extension in the event there is an unavoidable delay due to rerouting of ships or other unforeseen problems.
Additionally, Westinghouse anticipates retaining a few archival samples, which possibly will be exported within the next two years.
