REPLY TO APPENDIX A OF NRC INSPECTION REPORT 50-317/E15; 50-318/E15 We have reviewed the circumstances that led to the apparent violation of 10 CFR 50, Appendix B, Criterion XII, " Control of Measuring and Test Equipment" referred to by the subject inspection report.
This was caused by a failure to properly control the calibration of test equipment. Accordingly, the corrective actions cited below have been or will be implemented to ensure that similar violations will not occur in the future.
We have evaluated the controls in place for the storage and issuance of test equipment.
As a result of our review, a full time attendant has been assigned to the Test Equipment Storage Area. The attendant will be issued a weekly schedule with the Test Equipment calibration due dates for use during the daily inventory. The attendant's duties are as follows:
1.
Review on a daily basis all documentation for the test equipment signed in and out; 2.
Remove and segregate by the end of the work day any test equipment due for calibration on the following day, and; 3.
Notify the appropriate supervisor of any person who has failed to return any test equipment overdue for calibration. Test Equipment will be signed out on a daily basis.
In addition to establishing the position of Test Equipment Attendant, the Test Equipment Supervisor will:
l 1.
Inform all personnel using and/or calibrating test equipment of this apparent violation; 2.
Train the Test Equipment Attendant on the handling of calibrated test equipment, and; 3.
Instruct all Electrical and Controls personnel on the new procedures controlling the issuance of test equipment. These instructions will be completed by November 1,1986.
The Test Equipment Attendant is stationed daily at standard hours during the normal Company work week. During a refueling outage, attendants are stationed around the clock. The Test Equipment Storage Area will be locked and secure at any time an attendant is not stationed.
