Gentlemen:

In response to the subject request, the Skagit Nuclear Power Project PSAR, Sections 13.1.1.2.1 and 13.1.1.2.8 describe the functions, res-ponsibilities and authorities of the Vice President-Engineering and Construction and the Vice President-Power Supply, respectively. The former is responsible for all phases of design, engineering, procure-ment and construction of the Skagit Nuclear Power Project. The Vice President-Power Supply is the off-site position responsible for the operation of the Project. As further indicated in PSAR Section 13.1.2.1, the Skagit Nuclear Power Project Plant Superintendent will have or-site responsiblity for direct management of the Plant during operation.
