SIIORT !)ESCRIPTION OF Tile EVENT: On 13 February 1998, shutdown cooling of the reactor vessel was lost for several hours when suction isolation valves for the residual heat removal (RliR) system automatically closed. These valves closed due to the loss of the primary power supply to Division 2 of the Nuclear Safety Protection System, while the alternate pcwer supply was unavailable because of maintenance. The unit had beert shut down since 5 September 1996, and decay heat loads were relatively low. During the period that the shutcown aoling system was unavailable, water in the reactor vessel began to heat up at a rate of approximately 0.6*F per hour. The licensee declared an ALER T Emergency Classification at the discretion of the control Nom supervisor, who desired to bring additional personnel onsite to assist in restori..g the RHR system. The RHR system was restarted approximately six hours afler the initial event.

JUSTIFICATION OF TIIE RATING: This event is rated at level 0/below scale in accordance I

with Part 1113.1.1 of the INES Users Manual as a minor change in coolant temperature due to some degradation of cooling with a comparable large time available for corrective actions.

tb aL 71 f Sh m Alert Deci. dred At 4 :11 a.m. on Friday, Feb.1:1, 'llinois Power Company declared an " Alert" at the Clir.'.,a Power Station, located about six miles east of Clinton, Illinois.

The Alert c3assification was declared as a precautionary measure to provide support for the restoration of systems used to cool the reactor when.one of the shutdown cooling systems was lost due to an equipment fault.

Actions were promptly taken to re-establish cooling and by J

6:30 a.m.,

an alternate cooling system was put in service.

During the loss of the cooling systems, there was no increase in temperature of the reactor coolant. At no time was the health and safety of the pub'ic jeopardized during the Alert.

Activation of the onsite Technical Support Ce;.

.e and operations Support Center were initiated and company personnel staffed support positions. Appropriate Federal, State, and local authorities were notified.

An Alert'is the second least serious of four emergency classifications.

Emergency conditions at a nuclear power plant are classified 1..
