Apri1 24, 1986 Shippingport PA 15077-0004 Docket No. 50-412 Mr. Richard N.

Starostecki, Director Division of Reactor Projects Nuclear Regulatory Commission Region 1 631 Park Avenue King of Prussia, PA 19406

Dear Mr. Starostecki:

In response to the concerns expressed in your telephone call regarding the alleged drug problem of one of our contractor employees, we conducted an investigation and found the identified individual to be free of the stated drug problem.

A similar allegation was levied against this individual while on assign-ment at another project, and at that time, the individual cooperated with the various agencies involved in the associated investigation of the reported druc, problem and was absolved.

Additionally, this individual has voluntarily consented to taking the urine test specifically designed for drug detection.

We are completely satisfied that this particular individual does not have a drug problem and wish to allay any concerns in this connection.

This is the second instance when, based on anonymous reports, the NRC has expressed concern regarding the individual's alleged drug problem.

In view of the fact that the person has been found to be free of any drug problems, and as the basis for concern was anonynous reports, we suggest that the NRC explore the likeli-hood of premeditated harassment being directed at the particular individual in concern.

Please advise if we can provide any additional information regarding this matter.

Since the contractor emplovee was working on Unit No.

2, and not Unit No.

1, we have chc..:n to change the Docket Number from 50-334 to 50-412 in our response.

Very t ly yours, "4
