SUBJECT:
REQUEST FOR ADDITIONAL INFORMATION REGARDING TARGET ROCK TWO-STAGE SAFETY / RELIEF VALVES AT M.lLLSTONE, UNIT 1 (TAC NO. M97541)
Dear Mr. Bowling:
In Licensee Event Report 94-012-01, dated August 28,1996, the Northeast Nuclear Energy Company (NNECO) stated that a pressure transmitter actuation logic was added at the Millstone 1 plant that provides a diversified method of ensuring that the safety / relief VMves (SRVs) open within the tolerance designated in the plant Technical "pecificaiions (TS).
However, in recent meetings with the NRQ staff on September 24,1997, and January 15,1998, the Boiling Water Reactor Owners Group (BWROG) stated that there were issues regarding the crediting of power actuation of SRVs for satisfying the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) pressure re!ief requirements.
in conversations with the NrC staff on May 7 and September 2_4,1997. and January 15,1998, the BWROG stated that the platinum alloy pilot disks installed at several plants, including those installed at Millstone 1, have not provided the necessary improvement to tne setpoint drift l
problems of Target Rock 2-stage SRVs.
Therefore, the staff requests information regarding the ability of Millstone Unit 1 to meet its TS
(
requirements regarding SRV setpoint tolerances. Please respond to the enclosed request for additional information within 45 days of receipt.- Please call me at (301) 415-1455 if you have any questions regarding this issue.

REQUEST FOR ADDITIONAL INFORMATION REGARDING SAFETY / RELIEF VALVES AT MILLSTONE UNIT 1 1.

(
the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) pressure relief requirements. To what extent does NNECO rely on the SRV pressure transmitter actuation logic for opening the SRVs for satisfying the ASME Code pressure relief requirements?
2.
In conversations with the NRC staff on May 7 and September 24,1997, and January 15, 1998, the BWROG stated that the platin'im alloy pilot disks inctalled at several plants, including those installed at Millstone 1, have not provided the necessary improvement to the setpoints of Target Rock 2-stage SRVs. If no credit is taken for the pressure transmitter actuation of the SRVs for pressure relief, how are the SRVs expected to.
remain operable within the required TS setpoint tolerance throughout the operating cycle?
