Dear Mr. Noonan:

During discussions with the NRC staff (P. Kadambi, L. Brown), Houston Lighting & Power Company (HL&P) was requested to provide a revised fog monitoring program for STP. The original program was reviewed by the staff in Section 3.13.3 of the Final Environmental Statement (NUREG-ll71).

The monitoring program will be conducted in two phases. Phase I will begin in December 1986 and continue for 1 year. Phase II will begin at Unit 2 commercial operation and continue for 1 year. Fog monitoring will be accomplished by operation of two fog visiometers. One visiometer will be located on FM-521 approximately 1 mile northwest of the Units. A second visiometer will be located approximately 11 miles west-southwest of the site and will serve as a control location. The visiometers will provide a continuous e ta record for the monitoring periods. HL&P will develop and implement appropriate visiometer operation and maintenance procedures.

The NRC is requested to review this prograra scope as soon as possible to support program initiation in December 1986. Please contact Mr. J. S. Phelps at (713) 993-1367 with regard to any questions.
