This letter acknowledges receipt of your letter dated February 12,1998. In your letter you expressed concerns over Great Bay Power Corporation's (Great Bay's) petition, dated January 29,1998, regarding nuclear decommissioning funding assurance filed with the U. S. Nuclear Regulatory Commission (NRC) under cover of a letter from North Atlantic, Energy Service Corporation, dated January 30,1998. The NRC staff has review 3d your response in opposition to Great Bay's petition and will take your views into consideration as it considers Great Bay's submittal.

On February 25,1998, the NRC staff requested that Great Bay provide additionalinformation with regards to its petition. The additionalinformation is needed by the steff to better understand the financial analyses used by Great Bay to arrive at the conclusions as stated in its January 29,1998 submittal. A copy of the request for additionalinformation is enclosed for your information. The staff requested a response be submitted by March 31,1998 and anticipates meeting with representatives of Great Bay in April to review the responses and discuss other information pertinent to the January 29,1998 submittal. An announcement of the specific date and time of the meeting will be made and the meeting will be open to the public for observation in accordance with NRC policies.

The NRC staff is also aware of legislation pending before the State of New Hampshire to address a means of assuring that the decommissioning funding obligations of Great Bay will be fulfilled. To the extent it is appropriate to do so, the staff will take this legislation into consideration at,it reviews Great Bay's submittal.

Provide projected pro forma cash flow, balance sheet, and income statement projections for the next 5 years showing both current and proposed accelerated projections of decommissioning trust fund payments. (These projections should be similar in format to those provided as Exhibit 1 of Great Bay's submittal dated June 4,1997.)

Provide current assumptions regarding the market price of electric power that Great Bay expects to sell Seabrook power at for the next 5 years, if there is no change from those projections provided in Exhibit 1 to Great Bay's June 4,1997, submittal, please so state.

3 Provide an analysis of the impact on Great Bay's income, cash flow, and balance sheet statements if decommissioning trust fund payments were accelerated to fully fund Great Bay's projected decommissioning cost obligation for Seabrook by the end of 2008.

Provide a sensitivity analysis of the impact on Great Bay's income, cash flow, and balance sheet statements if decommissioning trust fund payments, accelerated to complete funding by 2015 as Great Bay proposes, were increased to reflect increased cost estimates established by the New Hampanire Nuclear Decommissioning Finance Committee. Please indicate the amount of such increases that Great Bay believes it could not meet financially.
