Request to Reschedule the Maintenance Rule inspection for LaSalle County Station, Units 1 and 2 Facility Operating License NPF-11 and NPF-18 NRC Docket Nos. 50-373 and 50-374 The purpose of this letter is to request that the Mainteriance Rule inspection at LaSalle County Nuclear Station be rescheduled as discussed in our telephone conversation of December 11,1997. Currently the inspection will be conducted the week of January 12,1998. LaSalle respectfully requests the inspection be rescheduled and conducted on, or after, the week of February 23,1998.
Both LaSalle Units have been shut down since September 1996. During this period, we have implemented a significant discovery program to identify system design and materiel condition issues. Significant repairs and upgrades have been and are being made to most major systems and components. Our focus, over the past year, has been on these repairs and upgrades. During a recent assessment by O&SA, it became evident that system monitoring, as required by the Maintenance Rule, was not fully effective. This reinforced the need for reviews of system readiness for restart, including appropriate system monitoring per the Maintenance Rule.
As verification prior to restart, each system is undergoing a detailed System Readiness Review. The system reviews will assure that system deficiencies are identified, documented and evaluated for their effect on system operability and reliability. This process includes certification of system readiness consisting of a review and disposition of the physical readiness of the systen) and a performance assessment. I The System Readiness Reviews will begin in January 1998 and are scheduled to conclude the end of February 1998. A Maintenance Rule Inspection by the NRC prior to completion of the System Readiness Reviews may not be the best use of resources by the NRC or LaSalle. Given this, LaSalle respectfully requests that the inspection be rescheduled and conducted on, or after, the week of February 23,1998.
